What is the difference between a Permanent Resident and a Citizen of Canada? Upon arrival in Canada ALL new immigrants are considered Permanent Residents based on the visa that they are issued. The conditions for getting Permanent Resident visa vary for the different categories of immigrants (please see the categories outlined on the left hand side). In order to maintain his or her PR visa, an immigrant must reside in Canada for 2 years out of every 5 years (this need not be consequitive).
